Maharashtra Forest Department Introduces Special Wildlife Crime Investigation Training for ACFs and RFOs

The Maharashtra Forest Department has issued an important circular introducing a one-week specialized training programme on "Wildlife Crime Investigation and Prosecution" for Assistant Conservators of Forests (ACFs) and Range Forest Officers (RFOs). The initiative aims to strengthen the investigation of wildlife crimes, improve prosecution quality, and enhance conviction rates by equipping field officers with advanced legal and investigative skills.
The decision follows the observations made by the Nagpur Bench of the Bombay High Court in Criminal Revision Application No. 174 of 2016, decided on 05 October 2023. The Court highlighted several shortcomings in the investigation of wildlife offences, including improper collection of evidence, inadequate documentation, and procedural lapses that often result in acquittals. In response, the Principal Chief Conservator of Forests (Wildlife) and Chief Wildlife Warden, Maharashtra, has directed that structured training be conducted regularly through the Chandrapur Forest Academy and its affiliated forest training institutes.

The curriculum also includes crime scene management, collection and preservation of physical evidence, forensic procedures, preparation of seizure reports, recording of witness statements, maintenance of case diaries, and legal documentation required for successful prosecution in courts. ife crime investigation. A major emphasis of the programme is on practical and case-based learning rather than classroom lectures alone. Participants will undergo mock crime scene exercises, evidence handling demonstrations, preparation of investigation files, witness examination techniques, and simulated court procedures. This hands-on approach is intended to improve the quality of investigations and ensure that wildlife crime cases are presented effectively before the judiciary.
The Maharashtra Forest Department has also directed that experienced officers from the Wildlife Crime Control Bureau (WCCB), senior forest officers, police officers, forensic experts, public prosecutors, and legal professionals be invited as resource persons for the training. Their expertise will help officers understand the latest investigative techniques, forensic practices, and judicial expectations in wildlife crime cases.
To ensure uniformity in investigations across the state, the department plans to develop a standard training module, investigation checklists, and model formats for documentation. In addition, all Regional Chief Conservators of Forests (CCFs) and Tiger Reserve Field Directors have been instructed to organize one- or two-day practical workshops at their respective headquarters to improve the investigative capabilities of field staff.
This initiative represents a significant step by the Maharashtra Forest Department towards improving wildlife law enforcement. By strengthening investigation procedures, promoting scientific evidence collection, and enhancing legal knowledge among field officers, the department aims to increase conviction rates, reduce procedural errors, and provide stronger protection for wildlife across the state.
