वन (संरक्षण) नियम, 2022. Forest (Conservation) Rules, 2022.

 

Accredited Compensatory Afforestation" means system of proactive afforestation to be used for
obtaining prior approval under section 2 of the Act.
(b) "Act" means the Forest (Conservation) Act, 1980 (69 of 1980);
(c) "Advisory Committee" means the Advisory Committee constituted under section 3 of the Act;
(d) "Chairperson" means the Chairperson of the Advisory Committee;
Compensatory Afforestation" means afforestation done in lieu of the diversion of forest land for non-
forest purpose under the Act;
(f) "Compensatory Levies" includes all money and funds specified in clauses (iii) and (iv) of sub-section (3) of section 4 of the Compensatory Afforestation Fund Act, 2016 (38 of 2016);
(g)
"Conservator of Forests" means Conservator of Forests, Chief Conservator of Forests, the Regional Chief Conservator of Forests or an officer equivalent to Conservator of Forests appointed by the State Government or Union territory Administration to hold the charge of a forest circle having jurisdiction over
the forest land for which the prior approval of the Central Government is required; (h) "dereservation" means an order issued by the State Government or Union territory Administration or any authority thereof, for change in the legal status of a land statutorily or otherwise recognised as forest to
any other category of land;
(1) "diversion" means order issued by the State Government or Union territory Administration or any authority thereof for the use of any forest land for non-forest purpose or assignment of a lease of any forest land for non-forest purpose;
(j) "District Collector" means an officer appointed by the State Government or the Union territory Administration, as the case may be, and includes District Collector, Deputy Commissioner, to hold the charge of the Administration of the revenue district having jurisdiction over the forest land for which the prior approval of the Central Government under the Act is required;
(k) "Divisional Forest Officer" means Divisional Forest Officer, Deputy Conservator of Forests or an officer equivalent to the Divisional Forest Officer or Deputy Conservator of Forests appointed by the State Government or Union territory Administration to hold the charge of a Forest Division having jurisdiction over the forest land for which the prior approval of the Central Government under the Act is required;
"Integrated Regional Office" means an Integrated Regional Office established by, and controlled under the Central Government for the purpose of these rules,

(m) "Land bank" means the lands identified or earmarked, as the case may be, by the State Government and Union territory Administration for raising Compensatory Afforestation in lieu of forest land proposed for diversion or diverted under the Act;
(n) "Linear project" means project involving linear diversion of forest land for the purposes such as roads,
pipelines , railways, transmission lines, etc.;
(o) "Member" means a Member of the Advisory Committee and includes the Chairperson;
(p)
"member" means a member of the Regional Empowered Committee or Project Screening Committee and includes the chairperson of the Regional Empowered Committee or Project Screening Committee, as the
case may be; (q) "National Working Plan Code" means a code prepared by the Central Government for the preparation of
Working Plans; (r) "Nodal Officer" means any officer not below the rank of Additional Principal Chief Conservator
सा.का.नि. 480 (अ) केन्द्रीय सरकार, वन (संरक्षण) अधिनियम 1980 (1980 का 69) की धारा 4 की उप- धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और वन (संरक्षण) नियम, 2003, को उन बातों के सिवाय जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, अधिक्रांत करते हुए, एततद्वारा निम्नलिखित नियम बनाती है, अर्थात्ः-
1. संक्षिप्त नाम, विस्तार और प्रारंभ (1) इन नियमों का संक्षिप्त नाम वन (संरक्षण) नियम, 2022 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख से प्रवृत्त होंगे।
2. परिभाषाएं- (1) इन नियमों में, जब तक संदर्भ से अन्यथा अपेक्षित न हों.-
(क) "प्रत्यायित प्रतिपूरक बनीकरण" से अधिनियम की धारा 2 के अधीन पूर्व अनुमोदन प्राप्त करने के लिए
प्रयोग की जाने वाली सक्रिय वनीकरण की एक प्रणाली अभिप्रेत है।
(ख) "अधिनियम" से बन (संरक्षण) अधिनियम, 1980 (1980 का 69) अभिप्रेत है,
(ग) "परामर्शदात्री समिति" से अधिनियम की धारा 3 के अधीन गठित परामर्शदात्री समिति अभिप्रेत है;
(प) "अध्यक्ष" से परामर्शदात्री समिति का अध्यक्ष अभिप्रेत है:
प्रतिपूरक वनीकरण" से वन (संरक्षण) अधिनियम, 1980 (1980 का 69) के अधीन बनेत्तर प्रयोजन के लिए वन भूमि के अपवर्तन की एवज में किया गया वनीकरण अभिप्रेत है:
(च) "प्रतिपुरक उदग्रहण" में प्रतिपूरक वनीकरण निधि अधिनियम 2016 (2016 का 38) की धारा 4
धारा 3 के खंड (iii) और (iv) में विविनिर्दिष्ट की गई सभी धनराशियां और निधियां सम्मिलित हैं;
"वन संरक्षक" से वन संरक्षक, मुख्य वन संरक्षक, क्षेत्रीय मुख्य वन संरक्षक या वन भूमि पर क्षेत्र
जिसके लिए केन्द्रीय सरकार का पूर्व अनुमोदन अपेक्षित है, रखने वाले अधिकारी द्वारा वन कार्यभार ग्रहण करने के लिए राज्य सरकार या संघ राज्यक्षेत्र की सरकार द्वारा नियुक्त बन संरक्ष समकक्ष अधिकारी अभिप्रेत है;
